When test is confident that all issues have been identified, documented, and resolved. [A poor
answer would be “when all bugs have been fixed”. Upper management is responsible for deciding
when a product is ready to ship. It’s tests responsibility to make sure upper management has all
the information they need to make a calculated decision.]
