Purpose of Job:

The Information Services (IS) Business & Quality Analyst will serve as the liaison between the clinical/operational departments and Information Services to identify and define business needs and requirements for IS related projects, develop processes, and improve operational efficiencies. The Analyst will conduct business workflow analyses to assess difficulties in reaching goals and to determine a better strategy. The Analyst will be a change agent, a thought leader, and someone who will enable the organization to reach a high level of operational efficiency as measured by comparisons to benchmark organizations.

Primary Duties and Responsibilities:

a) Demonstrate a commitment to the I CARE values.

b) Work with professionalism, integrity, respect, and innovation in delivering service to customers.

c) Partner with end users to define business requirements for Information Services related projects and identify clinical and operational systems issues.

d) Provide direction, consultation, and "hands-on" support to all business units to successfully drive process design and improvement projects.

e) Develop and implement studies of health system functions and systems such as but not limited to data collection, process mapping, and data analyses.

f) Prepare narrative and graphic displays of findings appropriate for the audience.

g) Provide appropriate recommendations to improve productivity and quality and reduce cost.

h) Develop and implement methods and procedures for monitoring work activities.

i) Confer with affected staff to assure smooth functioning of newly implemented systems and/or procedures.

j) Define project objectives and assist in setting project priorities and timelines.

k) Apply rigorous analytical skills to improvement projects.

l) Comply with all applicable JCAHO, federal, state, and agency laws, regulations, guidelines, and professional standards.

m) Demonstrates knowledge and respects patient, service provider, organizational confidentiality and HIPAA Security procedures and protocols as defined under the HIPAA Privacy and Security Procedures.

n) Follows established HIPAA privacy procedures when using and/or disclosing protected health information.

o) Maintains and protects patients' rights under the HIPAA Privacy Standards.

Knowledge, Skills, Experience Required: Required

a) A Bachelor's degree in Information Systems, Industrial Engineering, Management Engineering, Statistics or related field.

b) At least 3 years related work experience performing as an IS Business Analyst.

c) At least 3 years related work experience in applying continuous improvement methodologies (e.g. Lean, Six Sigma, PDCA).

d) Completed Project Management training

e) Quickly understands the business issues and data challenges of the customer

f) Ability to perform appropriate statistical analyses using statistical software (e.g. Minitab, SPSS).

g) Knowledge and experience with database, spreadsheet, word processing, and presentation software.

h) Excellent written and verbal communication skills. Excellent interpersonal skills.

i) Ability to work independently and in a team setting.

Preferred

a) Demonstrated use of PMBOK

b) ASQ CQE or SSBB

c) Knowledge of Malcolm Baldrige National Quality Program and/or experience using the criteria.

d) Experience with developing and/or conducting continuous improvement training.
